Metro Wastewater Reclamation District


Metro Wastewater Reclamation District (MWRD) is a large regional wastewater utility serving an estimated 1.8 million people in the Denver, Colorado, metropolitan area.

The organization had operated according to a 1998 strategic plan developed under the direction of a former District Manager. Because of growth in the area, a dynamic operating environment, and changes in the Board of Directors and management, MWRD decided to develop a new strategic plan with active participation from Board members, the management team, employees, and external stakeholders. The process was developed to be broad and deep within the organization, to ensure:

Raftelis was engaged to design and facilitate a process that resulted in a strategic plan to set a new vision for the organization – To be a responsible leader, an innovative clean water partner, and a great place to work. To achieve this vision, MWRD established seven goal areas, with cascading strategies and tactics, as well as objectives to guide how achievement will be measured. This process energized management and staff, increased collaboration, and ensured the MWRD team was aligned and dedicated to effective implementation activities for short- and long-term success.

The content of the MWRD strategic plan was entirely driven through stakeholder engagement, management and employee involvement, and input from the Board of Directors. Raftelis conducted interviews with external stakeholders, management, and Board members; facilitated employee focus groups; and deployed an employee survey to ensure everyone in the organization had the opportunity to provide feedback. Once the goal areas were established, Raftelis supported seven goal teams of eight to ten employees each in creating and prioritizing strategy ideas for presentation to the Core Strategic Planning Team. Raftelis has continued to support these employee teams as they plan for and execute implementation activities.

With the strategic plan as a guide, MWRD has a committed team of employees focused on implementing a well-designed set of strategies with support from the Board of Directors that will enable the organization to achieve its vision, mission, goals, and objectives.
