White House Utility District
RFC has provided rate and financial consulting services to the White House Utility District since 2005. Most recently, RFC assisted WHUD with a water and wastewater rate and financial planning study (Study). The primary components of the Study consisted of defining and evaluating the existing and projected cost basis for utility operations, allocating costs based on cost of service principles, and recommending updated water and wastewater fees for retail customers. RFC also assisted WHUD with an evaluation of the appropriateness of its existing rate methodology for charging water service on a wholesale basis, and whether there are alternative methodologies that are more consistent with the actual cost of providing this service. RFC participated in discussions with WHUD’s wholesale water customer to re-negotiate a rate that was both reasonable and equitable.
