Raftelis Financial Consultants, Inc. (RFC) has published the 2016 Florida Water and Wastewater Rate Survey. This biennial survey, which has been conducted since 2012, provides insight into water and wastewater pricing practices currently utilized by over 180 utilities in the State of Florida. The respondents include small utilities serving a population of less than 500 to the largest utilities in Florida with service populations of more than 1 million, making the information useful to a wide range of utilities.

The 2016 survey includes information on utilities’ monthly water and wastewater charges at 4,000 and 8,000 gallons, minimum bill levels, comparison of average bills between the 2014 and 2016 survey, and other information. Also included in the survey is a table which contains information related to population, water management district, residential monthly minimum bill amounts, and other data for over 180 utilities.

“We found that the utilities we surveyed increased residential water and wastewater bills by 2.5% per year since 2014,” said Tony Hairston, Senior Manager with Raftelis Financial Consultants. “Utilities are gradually adjusting rates to keep pace with inflationary and regulatory costs, but also with the need to make reinvestment into aging infrastructure,” Hairston continued.
