Raftelis Financial Consultants, Inc. (Raftelis) is pleased to announce the hiring of Todd Cristiano as a Manager in our Denver Metro, CO Office.
Mr. Cristiano has 18 years of utility finance experience, including 12 years as a consultant to utilities and 6 years as the Manager of Rates at Denver Water. His experience covers municipal fee development, utility cost of service and rate structure studies, economic feasibility analyses, impact fee studies, and budget processes for water, wastewater, stormwater, electric, and gas utilities.
Mr. Cristiano is the incoming Chair of the American Water Works Association’s (AWWA) Rates and Charges Committee, and he recently co-authored the water reuse chapter in the latest edition of AWWA’s Manual M1, Principles of Water Rates, Fees and Charges. He also serves as a co-instructor for AWWA’s an Financial Management: Cost of Service Rate-Making Seminar.
