Abstract: This presentation addresses the emerging issue of affordability in the water industry as utility rate increases continue to outpace growth in wages and inflation. Takeaways will include: defining affordability thresholds, commonly available data to be incorporated into affordability analyses, innovative rate structures and programs for affordability assistance, and an affordability snapshot of New England. The presentation’s goal is to provide tools utilities can use to develop a targeted affordability outreach program that helps the customers who need it most.
