Ms. Levin has been with RFC since 1999 and has participated in a variety of projects to assist water and wastewater utilities in addressing economic and financial issues. These projects include financial valuation and economic impact studies; litigation support; bond forecast and feasibility studies; privatization assessment and implementation; and public works organization. Ms. Levin has also served as the project manager on numerous cost of service and rate structure studies. She has extensive experience in financial forecasting and modeling. Ms. Levin authored the chapter entitled, "Valuation of Water and Wastewater Utility Assets," for the Fourth Edition of the industry guidebook, Water and Wastewater Finance and Pricing: The Changing Landscape. Ms. Levin has an MBA from Wake Forest University.
