Mr. Brandt has managed a variety of projects to assist water and wastewater utilities in addressing economic, financial, and pricing issues. He has gained a broad knowledge of water and wastewater rate structures and rate setting practices as the project manager for various financial and rate surveys, including the 2014 biennial Water and Wastewater Rate Survey (since 2004 in association with AWWA), and the 2008, 2010, 2012, and 2014 Utility Financial Indicators Survey for AMWA. Mr. Brandt is the former Chair of the North Carolina AWWA-WEA Finance and Management Committee. In this role, he led the development of workshops which focused on the rate setting process and the appropriate methodology for developing cost of service allocations. Mr. Brandt has also served as an expert witness in rate litigation matters, and was a contributing author for AWWA’s Water Rates, Fees, and the Legal Environment. Mr. Brandt also co-authored a chapter entitled, "Public Outreach and Gaining Stakeholder Commitment," for the Fourth Edition of the industry guidebook, Water and Wastewater Finance and Pricing: The Changing Landscape. Mr. Brandt has an MSPH from the University of North Carolina at Chapel Hill.
