Todd Cristiano


Mr. Cristiano has over 18 years of utility finance experience – 12 years as a consultant to utilities and 6 years as the Manager of Rates at Denver Water. He has completed studies across the U.S. for water, wastewater, stormwater, electric, and gas utilities. His experience covers technical areas and industries such as municipal fee development, utility cost of service and rate structure studies, economic feasibility analyses, impact fee studies, and budget processes.  While at Denver Water, he oversaw four significant rate- and fee-related studies, all unanimously approved by the Board of Water Commissioners, and also served as interim budget manager at Denver Water. As a member of the AWWA, he has helped to develop industry guidelines regarding financial and rate-making practices. In particular, as the current Chair of the AWWA Rates and Charges Committee, he co-authored the water reuse chapter in the latest edition of Manual M1, Principles of Water Rates, Fees and Charges. Mr. Cristiano is also co-instructor for an AWWA biennial Financial Management: Cost of Service Rate-Making Seminar. He has a MBA from the University of Colorado at Denver.
