Mr. Arn has 36 years of experience in water and wastewater utility management, treatment operations, and maintenance, and in the application of technologies for improving efficiency and effectiveness in organizations. He specializes in utility organizational performance assessment development and design; succession planning; leadership development; operations and maintenance review and optimization; developing asset management programs; training program design, development and delivery; high-impact facilitation; and performance measurement. He pioneered the application of computerized systems for online reference and knowledge management systems in use nationwide to improve utility effectiveness and efficiency.
His direct treatment plant O&M experience includes plant supervisory management; biosolids program development and management; maintenance program management; contract management of plant operations; auditing contract operations vendor performance; treatment process operations evaluation and troubleshooting; industrial systems and industrial wastewater pretreatment; control systems optimization; facility startup and commissioning; staff training and development.
Mr. Arn was formerly Plant Superintendent for the West Hickman Creek Advanced Wastewater Treatment Plant in Lexington, Kentucky, which, while under his direction, was awarded the U.S. Environmental Protection Agency, Region 4 Outstanding Operations and Maintenance Award for large wastewater treatment plants.
He is extensively published and is a primary author in multiple AWWA and WEF Textbooks and publications, including Manual of Practice 11 (WEF), WTP Design (AWWA), and The Changing Water Utility and The Evolving Water Utility (AWWA). Mr. Arn also co-authored a chapter entitled, "The First Step: Establishing a Strong Utility Management Foundation," for the Fourth Edition of the industry guidebook, Water and Wastewater Finance and Pricing: The Changing Landscape. He is also actively involved in industry associations, including serving as a Trustee within the AWWA Management and Leadership Division and Past-Chair of the AWWA Strategic Management Practices Committee.
Mr. Arn has an MPA from Pace University.
