Thomas Beckley

Thomas Beckley has over four years of consulting experience with RFC. His experience includes cost of service studies, bond feasibility studies, wholesale rate studies and development of impact fees for various communities, including Arlington County, Virginia; Loudoun County, Virginia; Birmingham, Alabama; Olathe, Kansas; San Francisco, California and Phoenix, Arizona.  Mr. Beckley received an MBA from the Freeman School of Business at Tulane University and has a BS in Naval Architecture and Marine Engineering from the Webb Institute of Naval Architecture.
