About Philip

Phil joined Raftelis in 2017 and currently serves as a Manager in Raftelis’ Albany office, where he provides financial consulting services, which include financial plan development and revenue assessments, cost of service studies, rate structure evaluations, and other types of financial-related work, to numerous water, wastewater, electric, and local government clients. His prior experience includes analyst roles in public and private accounting and several years of rate and financial consulting experience at a water industry consulting firm.  He is a member of the American Water Works Association, Water Environment Federation, and the Pennsylvania Municipal Authorities Association. He has been involved with previous updates of WEF’s Manual of Practice #27, Financing and Charges for Wastewater Systems, and is currently involved with the AWWA’s development of a new manual on system development charges.  In addition, Phil recently authored a Raftelis Insight titled, Keep it simple with three decision points for capital funding policies.
