Scott has over 8 years of experience in financial and rate consulting. His expertise lies in financial studies and projects for municipally owned water, sewage, electric and stormwater utilities, not-for-profit, regional water and sewer districts and conservancy districts. These projects often involve debt financings, financial analysis and determining utility revenue requirements, cost-of-service studies, and financial planning associated with capital acquisition. In addition, Scott assists utility clients with financial management services ranging from financial management reports, financial accounting and reporting, and budget services. Scott has extensive experience working with the Indiana Finance Authority SRF loan program, USDA Rural Development, underwriters, and rating agencies to secure funding for capital projects. In addition to project-related work, Scott is also active in various state and regional industry associations. Scott holds a Bachelor of Science in Accounting and Finance and a Master of Business Administration from Indiana University and is a licensed CPA in Indiana.
