Last spring nearly 90% of water and wastewater utilities vowed to keep the water flowing, even if utility bills went unpaid. Whether through state, local government, or individual utility action, this decision had an impact.

This past summer, Raftelis surveyed water and wastewater utilities across the country. We gained insights into trends in delinquency, impacts on utility revenues, and most importantly, how utilities have reacted to growing numbers of delinquent accounts—offering customer assistance, reinstating shut-offs, and communicating with customers.
