Deerfield, Whately, and Sunderland, Massachusetts, through the Franklin Regional Council of Governments, a regional organization serving 26 municipalities in Franklin County, Massachusetts, engaged the firm to conduct a preliminary assessment of potential benefits or obstacles associated with consolidation or sharing of personnel, facilities, and equipment among their Police Departments. The project reviewed the workload, operations, and service level expectations of the three Departments from the perspectives of both staff and elected officials, and provided the towns with options for full or partial consolidation.
