Raftelis developed a sewer and stormwater rate and financial planning model for the Greater Augusta Utility District (District) in Maine. The model allocates both operating and capital costs between the sewer and stormwater systems and then calculates rates for each utility that will be effective for the entirety of the five-year planning period. In addition to determining the required percent increase to the existing rates and charges, the model is also capable of calculating rates that reflect a reallocation of costs between the fixed sewer service charge and the volumetric charge. The model was developed such that the District could use it and a financial planning and rate setting tool in future years.
