Raftelis conducted an evaluation of the City and County of Honolulu’s sewer service charge (SSC) program for the Department of Environmental Services (ENV). The evaluation included an assessment of the ENV financial plan including capital needs, projected rate increases, and financial policies. Raftelis benchmarked rate structure components against similar utility systems and against common practices in the water and wastewater industry. We led ENV through a stakeholder workshop that prioritized their pricing objectives and generated SSC alternatives that may better match their top objectives. Our study concluded by preparing a report that made recommendations on SSC alternatives for ENV to consider as part of a multi-year program of rate increases.
