The mission of the Municipal Water District of Orange County (MWDOC) is to provide reliable, high-quality supplies from Metropolitan Water District of Southern California and other sources to its 28 retail water agencies that serve 3.2 million Orange County residents. As a wholesale water agency, MWDOC has a challenging task to align its member agencies around the focus of sound planning and investments in water supply development. Raftelis was asked to perform a Core Service Charge Allocation Study to determine the best method of charging member agencies for core services. As part of this work, the Raftelis strategic communications team facilitated a series of meetings with member agencies to identify a consensus approach and recommendation to the MWDOC board that was adopted. This effort included a survey of member agencies.
