With a strong technical, operations, and project management background with water, wastewater and stormwater utilities, Brandon regularly provides guidance on necessary capital investments, Best in Class capital delivery and throughput improvements, Best in Class asset management program development and improvements, Operations staffing and efficiencies, NPDES permit compliance, EPA and territorial regulatory compliance to meet the obligations, goals, and asset management needs of clients. Specifically, these services regularly include review and advice on (i) expansions of services, (ii) capital investments, (iii) retirements, replacement, and rehabilitation of existing facilities, and compliance with territorial and federal laws and regulations to allow communities and utilities to make appropriate and informed decisions and approvals. Brandon has over 30 years of experience working directly with multiple public and private clients to deliver capital, operations, and asset management programs on time, at or under budget, aligned with utility best practices and project management tools, in compliance with necessary regulatory obligations and affordability. Brandon served as the Director of Planning & Design for Sanitation District No. 1 of Northern Kentucky (SD1) (Regional wastewater and stormwater utility), where he led 4.5 FTEs to deliver between $100M to $150M of stormwater & wastewater capital projects annually through highly efficient processes and procedures, staff training, and strategic and cost-effective use of consultant support. He also led an internal team to develop an overall utility-wide industry-leading and recognized stormwater and wastewater asset management program to move the organization from a reactive to a proactive organization, meet CWA regulatory requirements, increase efficiency, and reduce costs. SD1’s program was used as a model for developing asset management programs in Columbus, Ohio, Boston, Massachusetts, Clayton County, Georgia, Tuscaloosa, Alabama, and Puerto Rico. Brandon brings practical hands-on experience with project controls - scope, schedule, and budgets to keep projects on time and budget and minimize change orders. His experience also includes hydraulic modeling, including InfoSewer and InfoWater, water, sewer, and storm sewer and facilities design, master planning, and construction management and inspection. Brandon is familiar with ESRI ArcGIS and multiple CMMS including Lucity, CityWorks, Maximo, and Innovyze InfoAsset Planner. InfoAsset Planner is based on the custom asset management decision logic and cost comparison programming developed at Northern Kentucky SD1 during the asset management program development.
