Chris has 17 years of experience spanning technical development, team leadership, and technology strategy in support of public utility and local government projects. As Chief Technology Officer, he balances internal innovation initiatives with the development of external products and services, while continuing to guide clients through complex technology challenges. Chris began his career as a GIS technician and progressively advanced through roles as software developer, consultant, manager, and office manager before assuming his current position. He grew the firm's development team from a sole developer to 10 staff and oversees the firm's IT operations. He spearheaded the conceptualization and development of Ellio, Raftleis' SaaS offering. His recent initiatives include leading enterprise-wide cybersecurity enhancements and driving AI adoption and implementation across the organization and with clients. His technical expertise encompasses application development, database administration, financial modeling, GIS analysis, and data management across enterprise environments. He has delivered solutions spanning desktop, web, and mobile platforms. Chris is well-versed in the complete lifecycle of utility operations, from feasibility studies and implementation through customer service, data maintenance, and ongoing process improvement. As a thought leader in the industry, Chris has presented at prominent conferences including the Utility Management Conference (UMC), ACE, and the ESRI User Conference. He continues to assist clients with technology strategy, process improvement, data analysis, and implementation support.
