Elaine has over 25 years of experience managing water and wastewater cost-of-service, rate, and financial planning studies for utilities across the country. As Chief Administrative Officer of Raftelis, she oversees all administrative and support functions, including human resources, marketing, communications, and organizational development. She leads the firm's strategic planning efforts, manages operational risk, and directs corporate governance and policy administration—while remaining actively involved in client engagements. Through her extensive project work, Elaine has assisted utilities in addressing complex financial and pricing challenges, including rate structure design and affordability. She has provided benchmarking data and industry standards to help utilities assess their performance and efficiency, and has assisted several utilities in analyzing and improving meter-to-cash activities. Elaine is the former Chair of the North Carolina AWWA-WEA Finance and Management Committee. She co-authored a chapter entitled, "Outside-City Rates for Retail and Wholesale Customers, and Wheeling Rates," for the Fourth Edition of the industry guidebook, Water and Wastewater Finance and Pricing: The Changing Landscape. She has presented at international, national and regional conferences on topics including water pricing, conservation rate structures, and effective utility management.
