Keith has 40 years of experience in municipal stormwater management and civil engineering. Keith is one of the foremost authorities in the country regarding stormwater management programs, data, systems, and business processes. He has assisted with the establishment of 45 stormwater utilities in 16 states, serving as the lead consultant for 23 of them. As a senior manager for data-related services, he has developed more than 30 stormwater utility impervious area or intensity of development databases and utility billing and collections or integration systems to support the connectivity of geographic billing data to legacy account-based billing systems. He is experienced in all aspects of implementing municipal stormwater management programs, from strategic planning and regulatory compliance services to database architecture and customer service support systems.
