Driving operational efficiency: Fleet and fuel optimization for Pinellas County

Pinellas County, Florida’s, Fleet Management Division maintained nearly 2,000 vehicles and equipment assets while operating 17 fuel sites across the County in support of diverse departments and emergency operations. The County needed to assess whether staffing levels and facility configurations aligned with workload demand.  

We conducted a comprehensive assessment of the Fleet Management Division and the Countywide fuel program. We evaluated technician deployment, preventive maintenance practices, shop configuration, billing rate methodology, internal service fund sustainability, fuel site geography, emergency preparedness capacity, and capital lifecycle requirements.  

We also assessed whether staffing levels and facility configuration aligned with workload demand and whether the fleet replacement model adequately funded long-term capital needs.

We delivered a structured operational and capital roadmap that strengthened financial sustainability while preserving service reliability and emergency preparedness. Key recommendations included: 

  • Consolidating fuel sites to eliminate redundancy while preserving disaster resiliency 
  • Updating shop billing rate methodologies to fully capture the cost of service 
  • Reallocating technician deployment to align with maintenance demand, modernizing fleet software systems, and improving performance reporting transparency
