The City of Pompano Beach, Florida, stood at a strategic crossroads regarding its long-term public safety strategy. City leadership needed to objectively evaluate whether to maintain a long-standing law enforcement contractual arrangement or transition to a standalone municipal police department. They required a clear understanding of the governance implications, asset requirements, and fiscal sustainability of making such an organizational shift.  

Our team was engaged to conduct a comprehensive analysis of the City’s law enforcement service delivery model, including benchmarking peer agencies, modeling direct and indirect staffing needs across patrol, investigations, specialty units, support services, and internal administrative functions, and developing multi-year operating and capital cost projections.

Rather than looking at a single option, we provided a structured evaluation of multiple alternatives, standalone, hybrid, regional, and renegotiated contract models, providing a structured decision framework that quantified governance implications, workforce activation timelines, transition risks, asset requirements, and taxpayer impact.  

The result was a structured, data-driven decision framework. By quantifying workforce activation timelines, transition risks, and specific taxpayer impacts, we provided Pompano Beach leadership with the objective foundation necessary to evaluate community alignment and long-term organizational control.
