Elsemarie joined Raftelis in 2022 and serves as a Senior Consultant in the Raftelis West office, where she performs financial analysis for water and wastewater utilities. Prior to joining Raftelis, Elsemarie conducted applied research in the water/wastewater/stormwater field in North Carolina and across the country, where she specialized in the impacts of COVID-19, affordability, and utility viability. She has also provided financial analysis to utilities serving 10,000 or fewer customers in over 15 states. Elsemarie has presented on topics ranging from Customer Assistance Programs to Asset Management for utility staff, elected officials, and industry colleagues.
