The City of Edina, Minnesota relies on multiple departments to maintain critical infrastructure service areas, including streets and sidewalks, utility infrastructure, public facilities, and the City’s fleet and equipment systems. To ensure these operations were running efficiently, the City required a comprehensive assessment to evaluate service delivery, staffing levels, and its overall organizational structure.
Raftelis conducted a comprehensive assessment of the City's public works, facilities, and park maintenance operations to evaluate service delivery, staffing levels, and organizational structure across multiple infrastructure service areas.
Through staff interviews, facility tours, and analysis of workload and operational data, we evaluated how services were delivered and how the current staffing and organizational structure aligned with the City’s infrastructure responsibilities.
The resulting assessment provided Edina with actionable recommendations designed to improve coordination across its various infrastructure departments. By identifying ways to strengthen workforce capacity, the study ultimately supports the City's long-term infrastructure maintenance and capital investment planning.
