The City of Hillsboro, Oregon, is a growing community experiencing significant population growth and infrastructure expansion. As the City expands, the importance of coordinated planning for its physical assets—including transportation networks, utilities, and public facilities—has increased dramatically. Hillsboro needed to evaluate how its organization plans and manages the infrastructure systems that support this growing population. 

Raftelis supported the City by conducting extensive engagement with city staff. We evaluated Hillsboro's current infrastructure management practices, its capital planning processes, and the level of coordination across the various departments responsible for maintaining and replacing public infrastructure. 

The resulting strategy provided Hillsboro with a clear framework to manage its expansion. We delivered recommendations to improve overall governance, strengthen capital project planning, and enhance coordination across the City's operational divisions. Ultimately, this strategy supports data-driven decision-making for future infrastructure investment, ensuring the City can sustainably support its expanding community.
