Operational and capital investment planning in Fort Collins

As the City of Fort Collins, Colorado, grows, its Recreation Department must adapt to serve an increasingly diverse community. The City partnered with Raftelis to develop a comprehensive operational and program plan to evaluate how its recreation programs, facilities, and staffing resources were organized to meet these evolving community needs. 

To assess the Department's effectiveness, the project team conducted staff interviews, facility tours, and a detailed operational data analysis. We benchmarked Fort Collins against leading parks and recreation agencies, evaluating recreation programming, facility utilization, organizational structure, staffing levels, and cost recovery practices across the City's entire network of recreation centers and community facilities. 

The resulting plan identified clear opportunities to strengthen programming and improve coordination across all recreation services. We delivered recommendations that included organizational adjustments, staffing enhancements to support priority program areas, and improvements to marketing and community engagement. Furthermore, the plan outlined the development of a long-term capital investment strategy designed to better align facility management with community needs and sustain the City’s recreation facilities into the future.
