Koscina has spent more than 15 years working in finance, auditing, governmental budgeting and accounting. She formerly worked as Utility Financial Analyst for the City of Richmond Virginia’s Department of Public Utilities. She was responsible for preparing annual cost of service summaries, developing/analyzing departmental budgets and providing managerial financial reports. Appointed by DPU’s Director as Program Administrator for the agency’s Utility Assistance programs, she led the work to promote program awareness, streamline productivity and to ensure overall compliance with established regulations and guidelines.
Before joining DPU, she was Interim Accounting Manager for the City of Hopewell, VA., worked at Altria, Inc. as a Legal/Financial Analyst and as Budget Office for the Charlotte Area Transit System (CATS). Koscina holds an MBA from Pfeiffer University and a BS Degree in Accounting from UNC- Charlotte.
