About Michael

Mike has 35+ years of experience managing a variety of projects to assist water and wastewater utilities, as well as the general fund of local government in addressing economic, financial, pricing issues, and financial sustainability modeling. As an Executive Vice President of Raftelis, he is responsible for providing overall management input to the practice as well as focusing on directing the financial analysis component of the firm’s management consulting practice. As the founder of another firm in the local government and utility consulting arena, he has over 35 years of hands on experience in advising utility directors, city managers, budget directors and governing boards of over 100 local government clients. Mike served on the AWWA Rates and Charges Committee for 5 years, where he was a contributing author of the first edition of AWWA’s Manual M54 – Developing Rates for Small Systems.
