About Toby

Toby has over 25 years of experience in the civil/environmental engineering and financial management industries. For the past 15 years, his professional work has centered on the provision of financial advice to communities dealing with public infrastructure financing. He has provided services ranging from financial modeling and rate setting to provision of expert witness services in rate disputes to utility asset valuation filings before public utility oversight bodies. He has also overseen teams completing life-cycle costing analyses, capital plan financial projections, and the development of funding plans for large capital programs. He is currently a member of the AWWA’s Finance Accounting and Management Controls (FAMC) Committee and the New England Water Works Association’s Finance Committee.

Toby is a contributing author and/or editor of two manuals of practice of utility finance, specifically; Manual of Practice M29, Water Capital Financing; and Financial Management for Water Utilities and Manual of Practice M54: Developing Rates for Small (<100k customers) Systems, published by the American Water Works Association (AWWA).
