Chip is a Principal Consultant with Raftelis. His focus is on leveraging his municipal utility experience to identify business improvement opportunities for Raftelis clients, implement effective business process solutions supported by the right technology and change management. Chip has more than 29 years of municipal government experience with the City of Charlotte, NC in both financial management and systems management in support of water, sewer, and storm water operations. Chip served as the Business Systems Division Manager where his responsibilities included strategic planning, budgeting, and application/user support performed by team of 16 functional and technical resources. Chip also similarly led the support team for the City’s financial system.
