About Luke

Luke has over eight years of work experience in the environmental field and a graduate degree in water resources management. At Raftelis since 2017, he has contributed to water and sewer rate studies, private utility rate filings, company valuations, cost-of-service studies, financial planning studies, affordability analyses, impact fee studies, indirect cost allocation studies, and utility benchmarking and rate surveys. Prior to joining Raftelis, Luke consulted for the World Bank, assessing the economic impacts of water investments around the world. He also worked for the City of Salamanca, Chile from 2013 to 2014, assisting in the mediation of a water conflict between mining, agricultural, and drinking water interests. He is based in Raftelis’ New England office in Natick, MA.
