Peiffer’s 22 years of experience managing a variety of projects to assist water and wastewater utilities in addressing economic, financial, and pricing issues. As the President and Chief Executive Officer of Raftelis, he is responsible for managing the overall strategic direction of the firm, and he remains involved in many client engagements. Through his work on utility surveys, like the AWWA’s Water and Wastewater Rate Survey and AMWA’s Utility Financial Indicators Survey, he also has broad knowledge of water and wastewater rate structures and rate-setting practices. Peiffer is the former Chair of the North Carolina AWWA-WEA Finance and Management Committee. Peiffer has also served as an expert witness in rate litigation matters, and was a contributing author for AWWA’s Water Rates, Fees, and the Legal Environment. Peiffer also co-authored a chapter entitled, “Public Outreach and Gaining Stakeholder Commitment,” for the Fourth Edition of the industry guidebook, Water and Wastewater Finance and Pricing: The Changing Landscape.
