With over 13 years dedicated to local government management consulting, Sam has cultivated an expansive portfolio, spanning projects across 38 states that encompass a vast range of local government functions. His proficiency extends to organizational assessment, process improvement, financial forecasting, strategic planning, survey design, and expert facilitation.

His recent undertakings are a testament to his versatility and commitment to advancing local governance. These include crafting fiscal sustainability plans for the Cities of Sammamish, WA, and St. Helena, CA; deriving actionable insights from an internal services survey for Sarasota County, FL; guiding strategic planning in Wauwatosa, WI; identifying pivotal recruitment enhancements for the City of Charlotte, NC; facilitating a developmental review process improvement workshop in Napa, CA; and creating an interactive financial model for the City of Montgomery, OH.

Sam gained valuable experience in the day-to-day functioning of local government during an internship with the City of Cincinnati while completing his undergraduate work. His noteworthy contributions encompassed assessing the viability of a Cincinnati streetcar system, crafting comprehensive staff reports on the topic, and assisting in the launch of CincyCare, a benchmark public/private healthcare collaboration. As he neared the culmination of his political science studies, Sam made a significant academic contribution with a paper critiquing the pre-primary polling accuracy during the 2008 Democratic Presidential Primary—a study which earned a presentation slot at the Midwest Association for Public Opinion Research conference in 2008.

Beyond his professional endeavors, Sam remains deeply rooted in his community, serving on his neighborhood’s community development corporation board, and previously on its community council. He’s also a board member of the Charter Committee of Greater Cincinnati. His dedication to broadening the industry’s knowledge base is further illustrated by his co-authored article, “Doing Data Right”, featured in PM Magazine.
