Raftelis hires industry leading Rate Consultant and plans to open Denver Office

Raftelis is pleased to announce the hiring of Rick Giardina as an Executive Vice President.

Mr. Giardina is a Certified Public Accountant with more than 34 years of managerial and financial consulting experience in the utility industry. He is a leader in water and wastewater rate design and has helped to develop industry standards by contributing to many articles and manuals, including the rate and finance manuals of the American Water Works Association (AWWA) and the Water Environment Federation (WEF). Most recently, Mr. Giardina served as leader of the financial services consulting practice of a major global environmental engineering design firm. He is currently Vice Chair of the AWWA Rates and Charges Committee, and chaired the Editorial Committee and working group that produced the Sixth Edition of the AWWA M1 Manual, Principles of Water Rates, Fees, and Charges in 2012. Mr. Giardina is also a member of the WEF Utility Management Committee and was appointed to the EPA Environmental Financial Advisory Board in 2011.

This is not the first time that Mr. Giardina and Raftelis have worked together. Mr. Giardina and George Raftelis, Raftelis’ founder and current Chairman, worked together in the 80s and early 90s in Ernst & Young’s Environmental Consulting practice, and continued the association in 1993 when Raftelis was started. In addition, Mr. Giardina has served in leadership positions alongside a number of Raftelis staff members over the years on various industry association committees.

Mr. Giardina, who lives in the Denver metro area, will head a new Raftelis office in Denver, Colorado, which will be opening in the near future. This office will help Raftelis to provide more efficient and effective services to utilities throughout Colorado and the Rocky Mountain region. Mr. Giardina will also continue to serve clients on a national scale, where he has served some of the largest utilities in the country.
