Raftelis conducted a comprehensive water and wastewater cost of service study for the Brick Township Municipal Utilities Authority (BTMUA). The study included developing a 10-year financial planning model that examined historical and projected customer accounts, flows, and operating/capital expenses in order to recommend the appropriate changes for rate structures and charges that are in line with BTMUA’s financial goals. This study focused its analysis and recommendations not only on total revenue recovery of the water and wastewater utilities, but also on the equity in how that revenue is recovered from different customer classes and charge types.
