Raftelis is completing a solid waste rate study and service delivery model examination for the City of Memphis (City) Solid Waste Management Department (Department). The Department is experiencing increased costs and will be facing a revenue shortage and depletion of reserves in the near future as a result. Raftelis worked with City staff to examine costs and develop rates to increase revenue while also providing options for an increase in service level.
Raftelis was engaged to perform a detailed cost of service and revenue sufficiency analysis for the City’s solid waste collection services. Raftelis developed a dynamic 10-year financial model to assess the revenue sufficiency of the adopted rates and support rate recommendations through the cost of service and rate design.
Raftelis recently assisted the City through the performance of a formal Cost of Service rate study and financial forecast model for its solid waste collection and disposal services.
