Raftelis helped the City of Lakewood (City) establish water and recycled water rates. The City will move from a 2-tiered rate structure for single family residential customers to a 3-tiered rate structure. The first tier of the existing structure is a free tier with no commodity/volumetric rate. The City chose to phase in Raftelis’ recommendations over the course of five years. The resulting phased-in approach mitigated customer rate shock. The City will also move from a uniform multi-family residential rate to a 3-tiered rate structure. All rates are based on the cost to serve customers in accordance with Proportion 218.
