Raftelis completed a water and wastewater rate study in 2015 for retail water and sewer rates, bulk water rates, water and wastewater connection fees, and private fire protection rates for the Jersey City Municipal Utilities Authority (JCMUA). The major objectives of the study included the following:
- Develop a 10-year financial plan for the water and wastewater enterprise fund to ensure financial sufficiency
- Calculate retail rate adjustments necessary to ensure revenue sufficiency for the 10-year period according to New Jersey statute 40:14B-21 (Water Service Charges)
- Calculate bulk water rates for wholesale customers using industry-approved methodologies for calculating wholesale rates
- Identify costs and calculate rates for water and wastewater connection fees according to New Jersey statute 40:14B-21 (Water Service Charges)
- Identify costs and calculate rates for private fire protection service according to the Private Fire Protection Service Act (State of New Jersey Assembly No. 2096 introduced January 26, 2006)
