The City of Charlottesville (City) engaged Raftelis (previously The Novak Consulting Group) to conduct a citywide efficiency study. The study included a detailed review of departments under the responsibility of the City Manager to identify best practices, as well as opportunities for improved efficiency in the organization. In addition to a wide range of employee interviews and focus groups, community forums were held to solicit input from residents.
The City subsequently engaged the firm to complete additional reviews of several key City functions, including Human Resources, Neighborhood and Development Services, and Fleet and Facilities. As part of this effort, the firm reviewed the utilization data on all the City’s fleet, made recommendations for right-sizing the fleet based on established protocols, and identified staffing and organizational improvements needed to enhance the level of fleet services.
