Sometimes called the “third water,” stormwater is managed differently than water and wastewater. You can’t easily match stormwater revenue needs to a rate structure as you can with water and wastewater. In many jurisdictions, stormwater management is provided in a distributed manner by different departments and is paid for through funding sources that are not focused on stormwater, such as property taxes. This leads to customers paying for stormwater services at a rate that does not necessarily reflect the demand that each customer places on the system.

Raftelis works with communities to identify and implement stable and sustainable financial practices that equitably fund their stormwater maintenance and capital needs over the long term. Our services include setting up new utilities and fees; modifying existing rate structures; accounting for stormwater cost drivers; and assisting local governments with integrating bond funding into long-term plans and bond sales.
