The City of Golden (City) had not done a rate study for more than 20 years. As the city was preparing to dive into its water, wastewater, and drainage fees, it decided to include a citizens advisory committee to help the City recommend changes to its rate structures. Raftelis facilitated the committee’s work in addition to leading the development and implementation of a strategic communication plan to ensure that the community was brought along on the City’s exploration of the future of its rate structures.
