A rate study had not been performed for some time for this small coastal city, and the City Council stressed that affordability was a key factor for their approval. They also stressed the importance of transparency, especially as it related to ensuring the community’s significant population of individuals for whom English was not their primary language. Raftelis provided strategic communications counsel and coordination and conducted public outreach efforts for the City of Port Hueneme (City) that included the development of an infographic that explains the City’s rate structure changes, a Proposition 218 notice, and facilitation of three public workshops to explain the changes. All materials were translated into Spanish-language versions to enable communication across a potential language barrier.
